RFS-011 quote comparison - 2026-06-21
Score vendor quotes before treating COTS as a requirements answer.
The quote packet says what to ask. This comparison register defines hard stops, weighted scoring, and decision rules for the returned evidence.
Purpose
RFS-011 should close on scored evidence, not on a vendor name.
The register preserves the 20 June quote order but adds explicit gates for raw data, calibration metadata, model match, payload integration, budget, and sample evidence.

Decision rules
The score controls the next project move.
COTS-first pass
All hard-stop gates pass, weighted score is at least 85, and unit cost fits the selected target-area ceiling.
RFS-011 can be closeable with recorded stakeholder sign-off and the quote evidence path.
Parallel COTS/custom path
All hard-stop gates pass, but score is 70-84 or price/lead-time risk needs a custom fallback.
Run the COTS evidence branch and custom prescription maturation in parallel.
Budget or mission replan
Data gates pass, but the quote exceeds the target-area unit-cost ceiling or payload-count basis.
Record the quote as evidence for a smaller target area, larger budget, or altitude/airframe change.
Reject as primary payload
Any hard-stop gate fails, especially raw data, calibration metadata, or sample evidence.
Do not buy the product as the RFS primary payload; use it only as integration-risk evidence.
Meeting record
Record the evidence path beside the score.
Do not mark RFS-011 complete until a selected row has quote evidence, hard-stop results, weighted score, stakeholder sign-off, and source note.
