RFS-011 quote comparison - 2026-06-21

Score vendor quotes before treating COTS as a requirements answer.

The quote packet says what to ask. This comparison register defines hard stops, weighted scoring, and decision rules for the returned evidence.

Purpose

RFS-011 should close on scored evidence, not on a vendor name.

The register preserves the 20 June quote order but adds explicit gates for raw data, calibration metadata, model match, payload integration, budget, and sample evidence.

5 quote rows ready to score.
4 hard-stop gates before purchase.
100 weighted points in the comparison score.

Scorecard

Hard stops protect the validation path.

Gate Weight Hard stop Quote field Pass evidence Fail signal
Exact configuration named15Yesproduct, detector core, lens, firmware, included payload componentsThe quote names the exact sellable configuration and included integration hardware.Datasheet family names or substituted lens options cannot close RFS-011.
Raw or radiometric data path20Yesraw/pre-AGC frame export, bit depth, API/SDK, file format, metadata sidecarThe vendor confirms replayable raw or radiometric frames, not only display video.Post-AGC video, closed cloud export, or screenshots reject the payload as the primary branch.
Calibration metadata preserved15YesNUC state, calibration coefficients, shutter/reference behavior, timestamp/geotag metadataFrames can be replayed with detector state and calibration context. No calibration state means false-positive and radiometry evidence cannot be audited.
Model geometry match15NoHFOV/VFOV, EFL or focal length, F-number, frame rate, focus settingThe quoted row can be rerun against the existing 3 cm target and coverage model.Different optics or slow frame timing require a new screen before selection.
Payload integration fit10Nomass, power, envelope, mount, thermal behavior, weathering, airframe lock-inThe product fits the accepted 150 mm / 2 kg / fixed-wing payload basis.Integration overrun reopens the airframe or payload-envelope assumption.
Budget ceiling fit15Nounit price at required payload count, SDK/license cost, spares, calibration service, lead timeThe unit price fits the selected target-area ceiling without hiding support costs. An over-ceiling quote becomes budget-replan evidence, not a requirements closeout.
Sample evidence supplied10Yessample frame, metadata sidecar, reference frame, no-fire rural scene, warm target exampleA small evidence bundle can enter the validation pipeline before purchase. No sample evidence leaves the project with a procurement claim rather than testable data.

Candidate register

Use the quote ceiling that matches the selected target area.

Decision rules

The score controls the next project move.

COTS-first pass

All hard-stop gates pass, weighted score is at least 85, and unit cost fits the selected target-area ceiling.

RFS-011 can be closeable with recorded stakeholder sign-off and the quote evidence path.

Parallel COTS/custom path

All hard-stop gates pass, but score is 70-84 or price/lead-time risk needs a custom fallback.

Run the COTS evidence branch and custom prescription maturation in parallel.

Budget or mission replan

Data gates pass, but the quote exceeds the target-area unit-cost ceiling or payload-count basis.

Record the quote as evidence for a smaller target area, larger budget, or altitude/airframe change.

Reject as primary payload

Any hard-stop gate fails, especially raw data, calibration metadata, or sample evidence.

Do not buy the product as the RFS primary payload; use it only as integration-risk evidence.

Meeting record

Record the evidence path beside the score.

Do not mark RFS-011 complete until a selected row has quote evidence, hard-stop results, weighted score, stakeholder sign-off, and source note.
